On 14 March, Nordic Energy Research hosted a webinar for the open call for projects within the framework of the Joint Baltic-Nordic Energy Research Programme. More than 35 potential applicants from across the Baltic and Nordic countries attended the webinar, which elaborated on the objectives, thematic scope, requirements, and application process of the call.
In particular, the webinar gave the attendees the opportunity to ask questions about the call. A summary of the Q&A is compiled below.

On 14 May, Nordic Energy Research is organising the Baltic-Nordic Energy Research Conference in Vilnius, Lithuania. The conference is open to the public and will gather all researchers involved in the Joint Baltic-Nordic Energy Research Programme, providing an exceptional opportunity to meet other stakeholders interested in Baltic-Nordic energy research and cooperation.

What is the formal proof of the research manager as a senior researcher?
There is no formal proof or certificate needed. The evaluation will look into the project experience from the research managers CV. I want to apply for the call together with an associate professor.
Do we need to have partners from other Nordic countries?
There are no requirements regarding having several partners. We recommend finding a partner in Lithuania or a Nordic country to fully meet the calls thematic scope and aims.
Who is a project administrator? The project manager or somebody else?
The project administrator is the project manager or someone providing the administrative tasks at the project owner institution.
How many partners needs to be in consortium?
There are no limit or requirement on partners to include in a consortium. However, we do advice to have partners from at least two (Baltic-Nordic) countries participating in the call. Not having a partner can affect the overall score in the evaluation of the proposal.
What is Nordic Energy Research’s national organization/identification number?
We are registered in Oslo, Norway. You can find the information on the bottom of our website.
Lithuanian universities are encouraged to be project owner. Is it a requirement or only a suggestion?
Does it increase the chance of being funded?
This is not a requirement, only a suggestion. Seen as Lithuania is the only Baltic country participating in this call, we encourage Lithuanian projects owners.
Reg. financial rules for universities: What is the funding rate and overhead rate?
There are no requirements, we recommend utilizing reasonable rates.
Should senior researchers be in a partner institution as well?
Yes, all participating in the consortium should be affiliated with a partner institution.
Could you give an example of observer and what it does in a project?
A previously funded project, WasteHeat, had an observer that was a district heating provider. The incentive for including observers is to introduce stakeholders interested in the result of the project.
Are you allowed to have subcontractors?
You are allowed to have a subcontractor, as long as it is clear in the project proposal what the subcontractor does, what the scope of the task(s) is and why the project partners cannot perform the task. It also needs to be outlined in the budget for the project how much funding is allocated to the subcontractor.
It seems that the application form asks for the project owners national organization number.
What if they are not registerred in Norway (i.e. in Lithuania)?
Use the organization number (or equivalent) from the country you are based in. If you experience issues, contact us.
Is there a template or format for letter of commitment?
We don’t provide a template. The letter is a one-page text declaring the institutions commitment to the project with a valid signature from someone with the power to promise institutional commitment.
May you comment evaluation criteria and statement ”Projects are therefore encouraged to deliver
research-based policy recommendations as part of their projects”?
The criterion is implemented so the ministries from which the funding originates can gain insight to the projects relevance to energy policy or energy development. This will be submitted to government stakeholders and is a direct way for researcher to influence beyond the projects initial scope. The criterion is not a requirement, but a way to disseminate the value of the research to stakeholders.
